Bug Report Version 21.1 can't keep consistent framerate

After updating to 21.1, OBS Studio, even when not streaming or recording, in example, when preparing to stream or work on layoyts, is having trouble keeping a consistent framerate. Switching between framereates on stream settings doesn't seem to work.
I actually tried some recording with OBS Studio, and the framerate issues were in the video, too.
