what steps do I need to take to play a vcr tape and convert it to digital format? This should be very simple, but I cannot find any path that allows me to do that. HELP!

VCR -> Capture Card -> Computer
Get a capture card that takes the VCR's signal. Depending on your country (or the country that the VCR and tapes are from), that'll be NTSC, PAL, or SECAM. Make sure you get the right one.

In OBS:
- Set the video size to something reasonable for the video format. (probably not 4k!) Google is your friend.
- Create a Video Capture source, and point it to the Capture Card. You should now see the VCR.
- If the Capture Card also does audio, create an Audio Input Capture source, and point it to the Capture Card as well. The meter should now show the VCR.
- If the Capture Card does not do audio, get a Behringer UCA202 (one of very few things that I recommend specifically, instead of by category, because of how needlessly confusing the consumer world is in this area, and how cheap this thing is compared to what can go wrong if you don't understand it), and set up an Audio Input Capture source to point to that instead.

Push Play on the VCR. You can now watch your tapes in OBS, and hear them in your computer speakers if you set up the audio Monitoring to do that. To make a file, just click Record in OBS.
