vaapi hardware encoding on linux with cbr

is there a way I can downgrade obs to the version of linux obs that uses cbr for vaapi. my live streams require constant bit rate. I really don't want to use cqp. my processor is 11800h. I think that probably would have supported cbr in obs when vaapi used it as an option. with linux it's difficult to download old versions of obs. all I did to get obs was apt-get download obs-studio.

I even downloaded the first build that supported lunar lobster ubuntu and cqp was the only option. strange it works in 29.1.2. im currently using windows and its 29.1.3. the heat broke the hinge on my laptop so Im using a netbook. currently Im playing a game I made in udk in directx11 on it. in any case I guess your implying 29.1.2 either works with cbr or its the latest version of obs studio in linux. 29 beta 4 didn't even work with cbr on my processor. I also tried the latest version of obs studio. its possible linux is just optimized more for amd. although both intel and amd use opencl. that technology was built by amd so vulkan runs much better with it. still not sure why the 11800 defaults to cqp. its strange that it would work in 29.1.2 and not 29 beta 4 or 29.1.3.

edit: one of the hinges broke for a reason I can't explain. the other hinge was held up with electrical tape. the heat from the laptop during the summer caused the electrical tape to break. with nothing holding up the other hinge the other hinge broke. for some reason this laptops hdmi port only works when the monitor works. also in linux I turned off the discrete gpu which is which is what the hdmi uses. however the laptop should still display the bios when plugged in over hdmi. I installed another harddrive to play proton games and when I installed it both harddrives needed to be in order for the grub loader to display the boot loader options. the grub loader is still installed on the original windows drive. but for whatever reason both drives need to be in in order to use the grub boot loader with all its boot options instead of a grub loader command prompt.

I wasn't aware that was an option in linux. in lunar lobster with my 11800h the only option is CQP.
I'm a year behind you. Lunar is 23.04, and I'm on Ubuntu Studio 22.04 LTS, Jammy Jellyfish.

I like to stick with the LTS versions, and don't upgrade until the new LTS has been out for a year or so, which means it's had a couple of bug-fix point-releases by then, and my old version is about to fall out of support. That way, I only have to chase major changes every 2 years instead of 6 months.

It could also be, for your situation, that different hardware has different capabilities, and OBS reads that to populate the list of options.
