I saw someone using the iPhone as a video capture device in OBS Studio. Is this possible with my OPPO R17 Android phone? Ideally I want to connect the phone to the OBS laptop via USB so I don't have to use WiFi. I came across the IV Cam app but was wondering if OBS and the OPPO can connect without a 3rd party app?

There are many third-party applications to make a cellphone show up as a UVC webcam. We cannot provide support for them (as they are third-party software) or advice on which one to use, but people have used them with success.
No, most cellphones cannot connect and act as webcams without a third-party app. You'll have to research if your specific model can (but it probably can't). Asking the manufacturer would probably be a good place to start, with that.
