Using OBS to record

Is there any other way to record with OBS My Guitar and microphone vocals through my amplifier without using focusrite scarlet solo and PC

Sure... though that answer really doesn't help you.
The reality is that it depends on what you are trying to accomplish, and what you have to work with

For example, if guitar and microphone both plugged direct into amplifier, and you adjust those 2 inputs direct on the amp, then the question is what output options that amp has? And is recording the amplifier mixed audio sufficient for you?
Dos the amp have any digital output options? if no, is there a line level analog audio output you could use, or ??

In order to avoid other background noise and other usually detrimental impacts, using a separate mic to capture amp/speaker output is typically NOT desired. In general, the closer you capture the analog audio signals at the source the better.
But, in you case, it will be completely dependent on your Amp's features, and output options (and from there converting that signal, if required, to one your PC can use). *IF* you Amp doesn't have an audio output option (analog or digital) you can route to your PC, then having an audio interface/mixer between Amp and Guitar & Mic that allows audio routing to BOTH PC and Amp would make sense, and there are lots of options (and price range) depending on features you desire in that interface

There are cheaper options than the focusrite scarlet solo v4, and this isn't my area of expertise, so I'm not going to recommend one product over another. BUT, beware going cheap and ending up with terrible audio (self-defeating). For testing, a cheap, no-name interface might be acceptable, but plenty of threads from devices no longer supported by mfg and they stop working with Operating System updates over time. So like many tech items, sometimes you get what you pay for... and going cheap up front costs more in long run.. Again, I have no specific knowledge on the type of device you are looking at... but focusrite is certainly a well-known brand... and there are others.

Also, the benefit of a device like the Scarlet Solo is the typically much better analog-to-digital audio conversion in such devices than the cheapest possible one inside the case of an electronically noisy PC environment.
