Question / Help Using OBS Studio PC going to SlowMotion HElP

Hy at all ( My English is not very good)

So my problem is, when i Streaming with Obs Studio the Game was i Playing is in Slow Motion but the Frames on 60 Fps.
I played Resident Evil 4 Cpu Usage by 40 Procent. I Tested an Snes Emulator and here is the same.
Every Game i Stream is in 2- 5 min in Slow Motion.
Pc Specs:
Amd FX 6100
Gtx 650 1 Gb

Obs Studio 1280x720
Cpu VeryFast

Maybe the Cpu is Crap ?
