Question / Help Using OBS have to turn off to get camera to work occasionally

While using OBS, sometimes the camera comes on and works great then other times I turn on OBS and the camera isn't working. This is on a HP laptop. WIndows 10. I just downloaded the OBS Studio 24.0.3 and the virtual cam. Hoping someone can help me figure out this inconsistency.Thanks
