Using 1 GPU For Gaming Another For Encoding Feature Gone???

So I recently upgraded my PC so I can stream on Twitch and from videos I have seen, you can choose what GPU you want to use for Encoding. Scrolling through all of the settings, I can't seem to find it. Has this feature been removed????? or am I just blind and can't find it. If it has been removed will it ever come back because some people can't afford High-end CPU's and GPU's that can play games, stream and encode all at the same time? Is this only a feature with NVIDIA and not with AMD?

Using multiple GPUs actually makes things worse, since textures have to be copied over the PCI-E bus. As far as I know, this has never been an option on the AMD encoder in any case.
