Question / Help upload speeds inconsistent

I'm having lots of spikes and lows, ive reset the modem and router and dug through rotuter settings. anyone know what could cause this?
provider: cox communications
data tier: 150 down/10 up
Modem: SB6141
Router: Linksys E4200
