Recently I upgraded my PC setup from CPU i5-4460 to i7-8700 along with new motherboard, ram (16GB) and hard drives. I am using the same graphics card MSI Nvidia 1060 3GB.
I was having no issue streaming at 1080P 60fps on my old PC. But after I set up my new PC, I loaded the same settings and scenes that I backup ed into OBS 21.0.1. When I start streaming, my bitrate would go to 0kb at random times, from 2 seconds up to maybe 3 minutes. I think for my PC setup I should be able to stream using x264 software encoding but it was too laggy for me. I checked my server and upload speed and it was 10000kbs+, and so I set my bitrate to 6000 as that's the maximum bitrate for Twitch. I am very sure that this is not a networking issue as I have no lag in game and my stream works perfectly on my old PC a few days ago. After it goes to 0kb, if I stop streaming and start again it will start with 0kb, but if I restart OBS and start again, it will go to ~6000kbs and then drop back to 0 kb.
