Upload speed drops drastically after I start streaming and it stays

So today I did a bandwidth test for my stream and everything was stable for almost 2h with no issues at all. Then I tried streaming for real and suddenly my stream started buffering constantly. I tried restarting my router first, then I tried again, still the same issue, so I lowered the bitrate from 3500 to 3000 and lowered the video quality too, restarted OBS even and still nothing. I use cable and I normally always get around 8-10 upload speed but since yesterday whenever I hit the stream button, my upload drops drastically to 1 and sometimes even 0 mbps. I am wondering if its maybe a router issue or not.

I am having the same exact issue that you have described, and I have tries absolutely everything to fix it. Did you ever find a fix?

This is an issue you need to talk to your ISP. It could be the modem dying (try a different port for the network cable in the modem to test) or the outside cables are almost cut, or in any part of the ISP network things have a massive fail and they don't care enough to fix it.
