Problem has been solved while writing this error. I still wanted to post it. Maybe someone else has the same issues!

I'm having kind of a problem here..
was streaming for 2 month with no problems whatsoever.
on friday my upload rate on obselements showed me around 1800kbit - 3000kbit and not the usual 5000kbit/s I had. So Ive started to investigate in my settings but I didn't change anything.
Strange thing: After I restartet OBSelements a view times it worked with no flaws. And on the next day I casted a game without any problems whatsoever.
Since then I have like a 10% Chance that my upload rate is okay. When I do a Upload/Download speedtest I get following results
I get these results all the time, around 20-37 Mbit/s upload. (I pay now more for double the upload rate..)
So my upload speed seems to be okay
I restarted my router several times to get it checked, no difference.
I tried to teststream with twitch inspector with following results:
As you see, on the Feb 5 February I had an 57 Minute Stream with just 1 error. It worked fine just not for 3 minutes..
I made teststreams with OBS Studio with this upload rate:
Streamlabs OBS on the other hand shows me this:
I changed the destination Server from Frankfurt (EU) to different ones several times..
currently I am kind of lost and don't really know what to do just to call my internet provider and ask them if they have any troubles. But why it shows me solid 37MB upstream?
Do you guys have any ideas?
