Can confirm I've been having the exact same issue with my OBS and Logitech C920 but I found the only way I've got it so it doesn't lag is to use YUY2 for the Video Format. On H264 it lags and MJPEG doesn't work.
So I've had to set my resolution to 800x448 now to keep it non delayed / non broken, and still a wide frame... Which isn't the best solution. Since it was working just fine at 1920x1080 yesterday.
