Bug Report Updated OBS, Literally just having a fresh install of OBS open with NO adjustments causes massive FPS drop.

I recently updated OBS, big mistake. I haven't updated it for awhile so I was on some previous version of which i'm not sure. After updating OBS yesterday, my game began to drop frames like crazy, it looks so bad on my 144hz monitor.

Uninstalled OBS and user settings, Reinstalled OBS, didn't adjust anything. Didn't add any sources, literally installed it and started OBS. When OBS is open, not doing anything, no sources, nothing, my game lags like crazy, when I close it, the game is buttery smooth.

Windows game mode and bar and all of that are disabled. OBS worked flawlessly before I updated to the new version.

Just downloaded OBS version 22 and installed that from the videohelp archive, it's buttery smooth now.

So the issue is in face OBS version 23.
Was version 23 the first version to include the new NVENC encoder? Because I'd like to download the first version that had it and see if that version isn't bugged.
