Just got latest update, now OBS doesn't see Reastream, so of course I can't get output of cubase into OBS Studio. Any help would be appreciated

I can't duplicate this. I was able to successfully connect my Restream account using Service: Restream with the [Connect Account (recommended)] button, but this was on the 64-bit version of 27.0.1. You're using the 32-bit version on a 64-bit operating system. Try the 64-bit version of OBS from https://obsproject.com/download
