As the title says I have an unstable connection initially when starting my stream to every Twitch ingest server. Once I get a good connection I can stream relatively flawless for hours (0% dropped frames), There are very rare times that I will lag out of the game I am playing, I will alt tab to see OBS is showing a red box with 0 bit rate, There are other times that I won't get anything at all in game to tell me that the stream has lagged out the only way I notice is if I alt tab or a viewer mentions the stream froze. The lag spike / partial internet loss for a few seconds is only something I experience when trying to stream If I am discord during this I can hear everything friends are saying but they cannot hear me. The results I get when running a Twitch bandwidth test seems to be relatively random with the results regardless of server. I've run speed tests using multiple methods and get my advertised 100 Down 20 Up, I've run traceroutes to many game servers, different websites and everything comes back fine (Can't run one to twitch ingest servers from what google has told me).I've replaced my ethernet cable as well as my modem and my router. I've called my ISP and they've tested and come to the conclusion nothing is wrong (If it is in fact their problem I don't know how to go about convincing them or getting the help I need)

bandwidth tests I did minutes apart from each other a 3rd one would be a completely different result as well
Any help / explanation of why this is happening is greatly appreciated this is again only a problem I experience when streaming.
