Question / Help Unstable Bitrate

Hello Gents,

I have been streaming with OBS for the past 3 months without any issue. However, starting a week ago I've began to have problems in regards to keeping a stable bitrate. Basically when I start streaming the bitrate will go to 6000 (CBR) and then go down to as little as 1500 or even less and then back up. It does this in 30 second(ish) cycles constantly. This of course caused massive frame drops which I have NEVER experienced before and has now been going on for a week.

I have tried everything on the pinned post about bitrate drops but have had no luck. I have disabled firewalls and allowed exemptions for OBS. Contacted my ISP (Spectrum) who stated they did some tests on their backbone networks and all appears good. I had to call three times but the last tech I spoke to was actually really knowledge able and spent about two hours with me trying to see what the issue was (If it was any on their end). My drivers are all up to date and I have not changed any setting in regards to my PC or OBS settings. I have also received a new modem which has not fixed the problem.

Tracert shows no issues with the hops and Ping -t does not show any packet loss when I ping each specific hop. I've also used Twitch Test for US servers which has given me weird results. For example the Dallas server; The first test will show 10000+ bandwidth and 100 quality but then if I retest it'll sometimes show the same bandwidth but 0 quality. Connecting to other ingest servers has also not resolved the issue.

I've spent the last week messing around with networking settings, OBS settings, and just general searching around online to no avail. Any suggestions would be great. Log file and pic attached.

Internet connection is through Ethernet with 450mb/s down and 20mb/s up.

Ok, I found a log file from the night before this issue starting occurring so hopefully someone can spot something different. Lastly, a screen shot of the bandwidth test...
