Question / Help Unstable bitrate on twitch

Hello, after the latest update i have unstable bitrate when streaming on twitch. ( example 6000, goes to 2000, 8000, 4000 etc... )
I installed SLOBS and this problem is not present on their version of OBS.
I will upload some log files, take note on my last part i managed to bind my ip in OBS and enabled network optimisation.

My rig, single pc

- MB: ROG B450-F Gaming
- CPU: Ryzen 2700
- RAM: Corsair Vengeance 32GB @ 3000 Mhz
- GPU: MSI RTX 2070 Ventus
- Windows SSD : XPG SX6000 Lite 128GB
- Games SSD: Intel® 660p Series 512GB
- PSU: nJoy Woden 750W 80+ Gold
- Case: MasterBox MB600L
- Monitor1: AOC G2590PX 144Hz
- Monitor2: AOC 2270W 60Hz ( chat/alerts )
- Webcam: Razer Kiyo
- Chroma key: Elgato Green Screen

You have dynamic bitrate enabled, so this is expected if your network conditions are spotty.

Yes, i had dynamic bitrate enabled but yesterday it was disabled and i had the same issues.
Sadly i don't have the log from then anymore to prove it.
