Question / Help Unstable Bitrate, frame drops, even when nothing is on.

Hello, I was wondering if anyone can help me fix my problem with OBS- Studio. I had classic OBS but switched over to Studio since I was having the same bitrate problems. I have an up load of 6.5 on average so I use 2500 for streaming bit rate. I was actually able to to stream many other games about a month ago on classic, but now I can't get stability, and frames just keep dropping because of my unstable bit rate.

Is there a better setting that I should use to fix this? From the last time I used OBS to now there has been 0 changes or differences in what I've been doing. Only lately this has been a problem. Here is my log from the last stream that I ran specifically to get this log.
