Unstable Bitrate due to servers to twitch

Whats up guys! First time posting here so I hope someone can help me. I've been experiencing HORRIBLE bitrate issues with OBS when streaming to twitch. Sometimes 10% dropped frames, other times 60%+. It started when i switched my ISP. I called and escalated the issue to have a tech come out. Long story short he just left and had no solution. Replaced the entire system. Checked the fiber from my modem all the way to the hub and still had no solution. He did a trace route directly to twitch.tv and found that 2 servers are getting around 60ms of ping and he thinks thats the issue. He said i can try to reroute the DNS to not use those or switch ISP entirely. Unfortunately i dont know how to do that.. So any help would be greatly appreciated.

Thanks <3

Most probably the issue comes with a bad configuration for the RTMP protocol on the ISP side.
The trace route don't check RTMP protocol.
This tool do check it: TwitchTest | r1ch.net
Anything bellow 90 quality is bad and reflect an issue on the network, and is normally a problem on the ISP.
