Question / Help Unsolvable Frame drops ?

i streamed for 8 months with slobs at 60 fps and 6k bit rate and now for the last 2 months i can not drop frames at 2k bit rate and 30 fps with any game on any ingest server my upload is 16mbs and download 350mbs every speed test has looked fine

i dont know what else i should do isp has never been able to detect a issue had like 5 techs to my house so far every time they say stuff looks good

i have tried every encoding setting ive tried every close ingest server
ive tried x264 and nvenc and nvenc new
any suggestions


is the isp or is it my computer

• reset the modem and factory reset the modem
• tried using a vpn
• had the cable line in my house changed and they also changed the wire from the pole to my house also the tap on the pole
• tried changing ingest servers on Twitch
• tried streaming to mixer and Youtube as a test and same frame dropping issues
• tried streaming different games same issue
• tried using obs not streamlabs obs
• tried stream tests at different times
• turning off all other devices on the network
• tried both stream encoding with my cpu and gpu
• tried plugging the modem and computer into different wall outlet
• tried turning off all other programs while streaming.

also replaced the modem multiple times and all cabling in the house
