Unexpected frame skips while recording *and* streaming

It's hard to explain this one, but I'll do the best I can.
A few weeks ago, I decided to get back into streaming and wanted to record my VODS so I could upload them to YT later, but I found when editing my VODS and trying to render them, that there were a whole bunch of frame skips in every single video, at random intervals, with about 30 different frames being skipped in a video that's 150 minutes long.
I've updated my BIOS, checked my GPU temps aren't getting too hot, confirmed I'm saving to an SSD, confirmed my write speed n that SSD, confirmed my RAM is all good, updated OBS, reset my thermal paste for my CPU just in case, confirmed my CPU wasn't being overloaded when streaming and recording, and yet, I am still at a loss as to why on earth this is happening.

Forget about getting a clean recording with those refresh rates. Refresh rates need to be in multiples of 60 or it stutters & frames are dropped.

I would recommend setting both monitors @ 60HZ & see if it improves. Fixed Refresh Rate, V-sync fast, Triple buffering on.

That's all I got, I stopped looking at the log as soon as I hit SE.

Set my monitors to 60Hz and tried again, just in case, still had the exact same issue, here's the updated log though

Disable HAGS

The headset sample rate is 44k, Nvidia audio filters in use that don't work. Remove them.

Still have some minor render lag too, is V-sync enable?

There's more in that log but check for improvement, run another test when finished.
