Question / Help Unable to install OBS ?

Recently, I downgraded from Windows 10 to 8.1, I was able to install OBS on Windows 10, and it worked like charm. But when I installed Windows 8.1, and tried to install OBS, it shows this message: "Your system is missing runtime components that OBS Studio requires. Please make sure to install both vcredist_x64 and vcredist_x86. Would you like to download them?"

I clicked yes, and it brought me to this site: https://obsproject.com/visual-studio-2017-runtimes
I installed both of them, then restarted my computer, tried to install OBS, still nothing, stuck to same problem forever.
I went to search on google for a solve, and installed visual 2013 x86 and x64, then restarted my PC, still no luck, same problem.

Here's my OS settings:
-Windows 8.1 Pro 64bit
-HP notebook laptop

All I want is to be able to pass this problem, and install OBS peacefully without any problem.
