The ATI Radeon X1200 does not support DirectX 10.1, which is required to run OBS. However even if it worked, the rest of the system is too underpowered to really do any video streaming or recording.

Are there some minimum specs somewhere so I know what to look for when I upgrade?

DirectX 10.1 support and enough power to handle real-time video encoding. Ideally that would mean a modern Intel i5 or i7 processor and a decent discrete GPU, though if you don't plan to stream games the integrated GPUs on current Intel chips is usually sufficient.
