Ran into this problem myself and looked through numerous threads and yt videos to figure out what happened. Randomly unable to to change basically any settings I ran into the message of "video output is currently active. please turn off any outputs to change video settings." which baffled me as I wasnt streaming, recording nor in studio mode, use no NDI (that i'm aware of). I do however use a vertical cam plug in that has a REPLAY BUFFER ALWAYS ON checkmark that was somehow applied. Turning the ALWAYS ON check off and onlying having it running while streaming / recording keeps things ez and can be turned off live / while recording. Hope this helps someone down the line, even if its years away. :)
