Bug Report Unable to change Bind to IP Address for streaming if you are Recording

In the latest OBS you are not able to change any of the Advanced setting information for the stream if you are recording, even if you have stopped streaming

So if your IP changes for some reason you can't update that without also stopping the recording, which shouldn't really be concerned with the IP.
