Unable to capture game in true (not borderless) fullscreen

I typically play Melty Blood Actress Again Current Code with fullscreen optimizations disabled for less input delay, but recently OBS has become unable to capture my display while MBAACC is fullscreen. Game Capture and Window Capture had never worked in the first place, but Display Capture worked for years and suddenly broke. The same thing suddenly started happening with Discord screenshare a few months later (also using capture entire screen.)
I'm on a Thinkpad E15 Gen 4, and using OBS 31.0.3.

Got a new laptop and OBS worked with MBAACC for a few hours but then some update happened and it's broken too. Unsure how to troubleshoot.
