Two instance of OBS with a single camera.

Hello - I recently started to work with obs, streaming on various webcam sites. I would need two different instances of OBS running for Chaturbate and Stripchat, with both having different requirements (resolution, FPS, and Bitrate). I run two instances of OBS, but the video feed is captured by the first one, second one being blank.

I though about using a camsplitting software, but all those I found are limited to 30FPS, while I need 60. So what are my options?

You can use Window Capture, capture OBS with working cam, then crop out everything except the preview.

Install NDI plugin, on first OBS with camera set NDI output, on second OBS receive NDI signal.
good advice use portable mode, prepare two folder with OBS (you need double configuration).

Wont it affect the quality? Especially the resolution?
