Twitch thumbnail won't load/update when using Twitch enhanced broadcasting setting

This actually started before I started using enhanced broadcasting, so I suspect that this could be related to this thread, but I have further concerns because at least single track streaming has a workaround (B frames to 0), but it breaks enhanced broadcasting/multitrack video with no workaround.

Basically: It seems that streaming with AMD HW H.264 encoding using B frames > 0 somehow breaks Twitch's ability to encode thumbnails? I had been having an issue where my streams' thumbnails were always showing a gray background with a camera icon on it, despite the stream video feed itself working fine. Thumbnails also refuse to load for these streams in Twitch's video manager, including being unable to supply alternate thumbnail options beyond the default. This began sometime between Oct 5 and Oct 10 for me, during which I don't think I updated either my AMD drivers or my OBS, but it's possible something else updated in that time and triggered it.

The workaround in the thread linked above, of using AMD HW H.264 encoding with B frames = 0, DOES help to restore thumbnails to working order, but since you cannot modify the encoding settings while using Twitch enhanced broadcasting, it results in my stream never having a working thumbnail when using that setting...
