Twitch throttling?strange issue with twitch servers and bitrate.

Hello,

this past month i have experimenting with streaming and i have stumbled upon a strange network issue. My upload speed using ookla is 11-12 mbps i know this isnt really the best way to measure your upload quality but just poiting it out.

I know twitch recommends using 6000kbps but for anyting above 900p60 i think it needs more and i have read that its allows it up to 8000.

When i use CBR 6000 everything is stable (green box always in obs ) no dropped frames stream is smooth but suffers a bit from pixelation.

When i use CBR 7000-8000kbps sometimes i can maintain a stable connection for hours no problem with great quality but most of the times i cant maintain that bitrate with twitch.

Using twitchtest from rich.net i get strange results.Sometimes i get 90quality(9000kbps) from all europe servers. but if run test again i get 60quality(4500kbps) like its throtling me.

When i stream to Youtube i can maintain the 9000bitrate all the time every time with great visual results at 1080p with no dropped frames or network problems i even have headroom for every other application i use discord etc.

So main question is why can i maintain 9000kbps at YT but not anything over 65000 with twitch!
