Twitch streams suddenly choppy after months of smooth streaming

I don't really think this is an OBS issue, I just thought some folks here might be able and willing to help me troubleshoot it.

After months of smooth streaming, my stream has suddenly turned into a garbled mess. Choppy video, kbps in OBS used to always show 1000, now it's showing like 100. I didn't change anything, and my internet is solid (50 down/50 up). Bitrate is currently set to 1800 (I'm affiliate), but before I was on 2000 and it was fine. I've tried as low as 1000 with no noticeable improvement. Network optimizations are turned on, dynamic bitrate is turned off. It's been like this for almost a week now.

I happen to work for my ISP, so I asked our network admin to look at my connection. He said everything on our end looks correct and that there are no issues connecting to any US West Twitch servers from our data centres. Makes me wonder what's going on with those Twitch Test numbers.
 
I'm bumping this because it's come to my attention that some other people are also having issues with the US West servers specifically. Anyone have anything to add to this?
