Bug Report Twitch Streaming Quality

I've recently purchased an Elgato HD60 capture card so that I may stream and gameplay on my PS4 Pro. I set up OBS Studio on my Alienware laptop, but when I stream to Twitch or record using OBS Studio, the videos are incredibly laggy and constantly skip and buffer. I've tried lowering my settings for video as well as stream, yet the problem persists. I don't know if my processor just can't handle the streaming or if there's something I'm doing wrong with the settings.

Your CPU is incredible slow, most smartphones would outperform that, i don't think you can stream with that no matter what you choose for your settings.
