Half an hour with that problem!

Try launching OBS 64 bits as Administrator.

20:16:26.095: Output 'simple_stream': Number of skipped frames due to encoding lag: 2812 (6.2%)
20:16:26.095: Output 'simple_stream': Number of lagged frames due to rendering lag/stalls: 59 (0.1%)
A little encoding lag.

As you scale in VIDEO settings (rise from 20 fps to 30 FPS and use Lanczos), do not rescale in OUTPUT settings.
Video settings rescale is made by your GPU.
This is the config I use in an older and worse rig than yours and my lag disappeared..

OBS Studio 64 bit? I have the 32 bit, and there is no 64 bit download?

You have to create a shotcut and find OBS 64 bits.
Copy your shortcut and edit it.

OBS 64 bits:
"C:\Program Files (x86)\obs-studio\bin\64bit\obs64.exe"

My case: (Core2Quad Q600 and GTX750TI):

(Note: dark colors maybe produced by choosing YUV 709 and color full. Back to 601 and partial (previous test were not so dark -ADVANCED settings-)

This should work fine for you.
Better quality: rise bitrate to 3500
