Question / Help Twitch channel keeps buffering and steam won't start

When I click start streaming in OBS Studio my steam doesn't start on Twitch and my channel just shows that it is buffering. I click stop steaming and it doesn't stop the stream. If I click stop streaming a second time it will stop. I've restarted my modem, router, and computer. Cleared cache/cookies and updated my Chrome browser. Any ideas?

I deleted all Scene Collection and made all new Profiles with all new Sources. Still didn't work.
I uninstalled OBS Studio and removed all files. Reinstalled OBS Studio. Created all new Scene Collections, Profiles and Scenes. Still didn't work.

I've read another similar issue that mentioned it was an issue with Twitch. I've emailed Twitch the developer tool crashes within the browser. They emailed me back stating that they fixed the issue, but it wasn't fixed. I've emailed them again with more crash reports and the OBS Studio log. Pending another reply.
