Change the port where the cable is connected to the router/modem. If you're using a router separated from the modem, check if it works properly. Make sure your security apps are not blocking OBS or rtmp protocol.
After you veryfied all this is good, most probably your ISP is blocking or downgraded the rtmp procol. Contact them.
It seemed disabling all my windows firewall and antivirus gave me better results. Did it like 5 times and although I was still gettings lots of 0s, I was seeing some 80s. Sorry for such a late reply, I had some irl stuff come up. So after some testing and allowing obs and twitch tool through my firewall and antivirus things seemed to be fixed... until they werent. I am still gettings 0s, but i am also (inconsistently) getting higher scores. My streams are still dropping tons of frames, with the stream looking fine for the most part, but becoming very pixely and dropping frames every 10 seconds or so.If you need to disable your firewall and virus scanner to get a good stream, you're using some malfunctioning 3rd party tools, or you used paranoid settings with the Windows firewall/Defender you don't actually understand.
With the Windows default, which is unmodified Windows firewall and the default Windows defender antivirus, OBS just streams correctly. I recommend you uninstall any 3rd party software and use the Windows tools - their performance is as good as any other top notch security software since a few years, according to independent virus test sites.
