Can I send stream from OBS Studio to my TvHeadEnd server?

Does your TvHeadEnd server support receiving RTMP feeds?

apparently TVHeadEnd supports mpegts ingest (https://tvheadend.org/projects/tvheadend/wiki/Custom_MPEG-TS_Input)
So using the output > recording > advanced > ffmpeg custom , you could stream an mpegts stream.
Don't know anything about TvHeadEnd so can't help beyond this pointer
