Turned off Webcam warning in green window at top of display and now I have no video

I'm new to OBS and just use it for capturing. I loaded ver 28 this week and it's been working great. But I noticed a strange green window at the top of my monitor that warned that the web cam is turned on. I don't have a web cam so I just kept closing the window. Finally, after a restart, I wanted to get rid of the green box showing up each time and explored the drop down options. I selected something that got rid of the green box but now I have no video in the display or in a record. I've uninstalled OBS, fully, and then reinstalled audio is good but no video. I'm at a loss as to how to get video working again. Anyone have any ideas on what to try to get video working again. Thanks in advance. I'm stuck till someone can offer me some help.

It was the damn anti-virus software that put up that green window and then prevented OBS from seeing the capture device.
