Watch the video with VLC player. The windows player isn't good enough.
Why you use VBR instead of CQP? You sould try changing to simjple output mode and select one of the quality presets that matches what you aim for.

I cant believe it was that easy, actually kicking myself I didnt think to change media player. Thank you so much for helping me!
