Well to start off I am planing a new PC build for streaming and Gaming I want a system that could Play games 4K 144hz and Record 4K 60fps in OBS using 85,000kbps Fast Preset Profile Main X.264 CPU encoding also have a Capture Card feeding in My Sony A7RII camera and Overlays some plugins you now what I am saying basically. I trying to find out what CPU to get that is powerful enough to do all of that. I am not trying to play 4k yet just 1440p now and then when GTX 2080 comes out Play in 4K. Anyways If you have a 4K gaming PC please help because I don't want to buy new PC now and have to upgrade in a year. Thanks

OBS (and video encoding in general) likes lots of cores but doesn't care as much about clock speed.

Games in general like clock speed and don't care as much about the number of cores (this is slowly changing).

So basically, there's a conflict here. You can't have the best of both worlds. I'd probably try one of the i9s with 6 cores if you have plenty to spend, if not, then an i7. But I make no guarantees that you'll be able to record 4k satisfactorily this way. You could choose a CPU a lot more likely to work at 4k, one of the 8 or 10 or 12 core monsters, but then your game would suffer. What's more important to you?

The other option is to use a video capture card in a dedicated streaming PC. In order to capture 4k, you'll need a video capture card costing ~ $800 or more though. You'd buy the best gaming CPU on the market for the gaming PC and a high-core-count CPU for the streaming PC. If you're sure you'll be encoding 4k, the Ryzen Threadripper would be a decent choice.
