Trying to narrow down Twitch connection issues.

For the past couple of weeks, my connection to Twitch has substantially worsened. https://obsproject.com/logs/pjJ6sVS1JHtiGzAE This is from an hour long test that I ran not too long ago and I have a session ID from a recent stream that was run at 3500kbps I can post if needed. These frame drops are recent and almost nothing has changed on my end. I've replaced hardware where I could. I've run test streams on Youtube and Facebook Gaming, both of which can reliably handle 9000 kbps without a hitch as well as 1080p 60fps. My internet tests show a reliable 50mbps upload speed. These drops are also, predictably, happening on the TwitchTest app https://i.imgur.com/dmoxm2M.png where my quality is 0. I've called my ISP about the issue but they've (also predictably) said nothing is wrong on their end. I've been trying my hardest to narrow down what's happening and I really don't wanna have to use a VPN if I can avoid it. If I can post anything else to help solve this, let me know.

Update on this. I'm currently running a prolonged test and normally I'd drop a ton of frames within a couple minutes, but I recently ticked the "enable network optimizations" box and I haven't dropped one yet. Will run a live test and see what happens with that.

That means your connection has packetloss to the twitch ingest servers.
I've called my ISP about the issue but they've (also predictably) said nothing is wrong on their end.
You would have to get to 2nd or 3rd level technicians and they would need to actually dig deep to find the cause.
In the end most support can notice that you service is completly down but nothing advanced like packetloss.
You could also test with https://packetlosstest.com/ and choose there 1080p streaming
