Anything with an nVidia 20-series or better (technically a 1650 Super or 1660/1660Ti will work too) should be able to handle things, preferably with at least an i5 CPU.
If you already have an nVidia GPU as described above, there will be almost no benefit to going to a 2PC setup, and it will add significant complexity to your setup, especially your audio routing headaches.

Short advice, get an nVidia 20-series or better GPU, and don't bother with a second PC. It's nearly pointless with how far NVENC has improved since its inception.

i appreciate your reply
but my current pc is GTX 1660Ti / i7-9700 / 16GB RAM . its prebuild pc
and i decided to get another one to get it full power on encoding the stream / rendering while i gaming on my main pc so i dont throttle my pc
and most importantly i would like to add more quality on the stream so yeah

The 1660Ti has the Turing NVENC core, which produces stream quality on-par with x264 Slow.
If you are using NVENC, your quality will not improve with a second PC.
NVENC is a separate part of the GPU die, and does not use any game-rendering resources, so long as you are not using the Max Quality preset, Psychovisual Tuning, or Lookahead options. (These three use CUDA cores, and can affect in-game performance.)

If you plan to build a second PC to run x264 Slow software (CPU-based) encoding, plan to spend at least $5000-6000 to get quality that is roughly the same as your current video card can already do. Also, start planning your audio routing setup now. It is not simple.
