Question / Help Trying to get 60fps @1080p Recommendations

Hi, I currently am having troubles with OBS , During play time I noticed that i'm having CPU 100-110% ( shows higher then 100% when it goes above the stock speed of the cpu ) well just trying to record things like Rust , Overwatch , SC2 , D3 , WoW, and some other side games i play.

My specs are

I7-4790k Overclocked to 4.6
16gb ddr3 1600 mhz
1 x 128 gb ssd ( OBS , Windows , and drivers / benchmarking software )
1 x 240gb ssd ( used for recording / main game's / software )
500 gb HDD ( used for editing off of / semi longterm storage )
3tb External bay ( used for long term archiving / storage )
290x @ stock speeds


Cooling
6x corsair quite edition fans , 3 push 3 pull config
hyper 212 evo

Temps on CPU normally idle around 70-75 degrees when at 100% for a prolonged period of time

I dont use X264 , when i was using X264 i was unable to even produce 30 FPS videos on my recordings @720P, I use intel Quick sync now and i can push 1080p 29.99 fps barely , but anytime a bunch of stuff happens i watch not only the game grab up 4-5% more but obs shoot through the roof via Resmon and the i drop down to 15-20 frames. Im looking to record at 1080P 60FPS for personal use. One idea was to grab a couple Xeon E5640's for this ( 8 cores 16 threads total @ 2.6ghz ) and run it through a elgato / sound splitters. But if i can figure out some settings to be able to produce good quality video on my current set-up and not have to drop the money i would prefer to do so.

I was able to push 29.99 FPS @ 1080p well playing overwatch , i would prefer to get up to 60 FPS.

Which motherboard you using?

Which temperature monitor you using? HWMonitor may show more temperature sensors.

Use windows 8 or 10 task manager to look at performance CPU speed, or download and run CPU-Z. Does CPU slow down after a few seconds or minutes while at over 80% CPU usage?

My i7-2600 works fine for 720p 60fps at veryfast preset, with no overclock.
Show us OBS log of trying to record 720p at 60 fps using software encoder x264?

The motherboard is a MSI Z97-G45

I have been using HWMonitor / CPUID / Real Temp all of which read a medium of 70-75 across all 4 cores. It also does not slow down, I also have the heat limit in the bios bumped for thermal throttle limit, along with having all other power automatic power management / turboing off. I had this chip up to 4.9ghz when i was seeing how far i could push it but thats when it started to get to hot for my personal liking.

I know my GPU is a little of a bottle next because when recording i drop down from 75-80 FPS , to 60-65 when looking out into the distance of nothing ( well watching GPU usage go from 75-80% to 95-100% ). I do plan on upgrading to a 1080 when they finally are in stock and board partners start producing.

But i also notice that i drop to 45-55 when ever i do something intensive, and my cpu shoots up to 100-110% where as my gpu still jumps up and down between 95-100% the entire time.

What would be a good setting based of what hardware i have to try. i have fiddled with what i could do, do you have any suggestions i could test out?

OBS Log file of showing x264 encoding attempts?

For 1080p 60 fps, you can try changing x264 preset to SuperFast or UltraFast, at a small cost of quality or bigger filesize.

Can try OBS-Sudio, a separate free download, to see if it works any better.

If you have the money, should look into some type of dual pc streaming/recording with capture card.

i figured out the issue, i really apologize to the late response. i worked 2 doubles and wasn't able to get on.
As for the solution it was more in settings, I was utilizing the IGPU for the encoding, but due to setting / overclock settings the igpu was not where it should of been and it just wasen't holding up i figured it out thanks to a friend who has some overclock history and streaming that you had to adjust OBS with quick sync and a couple power settings.

It seems now the GPU is just the hold back now since i can only handle overwatch without streaming at 80 fps, with dropping as low 65, it pushes it over the edge... now i just have to wait for 1080's to be in stock * biblethump *
