Question / Help Transmission somewhat blurry when moving. And why not 1080?

My setup:

- OBS set by Auto Configuration Wizard
- log file annex
- 35/20 mb internet, always stable.
- Not a twitch partner yet.
- PC is brand new, put it together for streaming, config is:
  • AMD FX-9370 Black Edition, 4.4GHz a 4.7GHz, 16mb, Octa Core
  • Water Cooler Thermaltake X120
  • Asus SABERTOOTH 990FX R2.0, chipset 990FX, AMD AM3+
  • EVGA Geforce GTX 1070 FTW Gaming ACX 3.0 8GB GDDR5 256Bit
  • HD Toshiba 2TB Sata III 3.5" 7200RPM
  • Thermaltake ToughSuplly Smart Pro RGB 850W Full Modular 80Plus Bronze PFC Ativo
  • 2x Kingston HyperX Savage 8GB (1x8) 1600MHz
  • Windows 10 Pro
  • 60 Hz monitor (AOC e2243Fwk - this is an old monitor, will have to upgrade it later)
Questions:

1. When playing a fast paced game, like Overwatch, the graphics are flawless when standing still. When I move, it gets somewhat blurry and/or pixelated.
2. Manually changing to 1080 makes it even more blurred (see 3, bellow).
3. Auto Config Wiz told me to downscale to 720. Why? Can't my rig play AND streaming at 1080? Everything on Ultra by default.
4. On the other hand, Auto Config Wiz set my bitrate to 6000, but I read somewhere that non partners should stick to 2500 max (my current bitrate) due to some Twitch restrictions. After partened, up it to 5000 max (anything above is forbidden).

The way I see it, and Im far from a computer expert, it could be:

1. Old, 60 Hz monitor holding me back
2. Not been a twitch partner restrain me in ways I can't fully understand yet (if so... can I change it somehow thru OBS configs?)
3. PC isn't as good as I tought it would/should be (where is the bottleneck then? RAM?)
4. My internet is excelent for playing (never had any problem) but streaming at the same time is a different animal.
5. My OBS need some tweaking (and any help is greatly appreciated!)

3> probably, AMD FX chips aren't as powerful as they could be

Don't stream using nvenc either.

If without multiple resolution choices, avoid 1080p 60fps as this requires Level 4.2 that older mobile devices cannot handle. Go with 720p 60fps, or 1080p 30fps or lower for compatibility of H264 Level 4.1 or lower for older devices.

Higher bitrate improves quality, but may cause excessive buffering to users if their internet speed is slower then your audio+video bitrate.

Use x264 for stream as it may have better quality then NVENC at very low bitrate.
Poor game performance with x264? Can manually limit x264 threads with custom option threads=7 to help improve game's performance, as long as it doesn't overload the encoder.
