Transcoding and Editing Issues

I have a file I recorded with OBS. When I put the original file into Premier it will either crash Premier or freeze on a frame as the audio plays underneath. Every 15-20 seconds the video will snap to and stick on a new frame.The audio plays fine. I've tried transcoding with Media Encoder. I made a ProRes file which did not crash premier but had the same "stuck frame" issue. Also I just noticed that when Media Encoder is transcoding it will stick on a frame and the estimated time will skyrocket. After a few minutes on that frame the ETA will drop again for a few minutes till it gets stuck on a new frame. Is the file just a goner? I'm attaching my logs for that capture. I am now aware that it is not recommended to record directly to MP4. I did not know that at the time but I have changed that setting now.
