I want to be able to use multiple cameras I select on the fly while recording a repair to minimize my editing.

I need one camera for side shot
One camera over head
One camera in Micro Scope
One camera (Picture in Picture showing measurement meter)

I already have a Elgato Stream Deck and plan on using it to do production on the fly.
I have a sound mixer / board and a wireless Mic.

I do not have a dedicated computer
I do not have any cameras (but have been researching)

What I am looking for?
I need a recommended hardware solution to handle these 4 camera inputs. I do not want to spend thousands of dollars on this computer.
I have a idea on cameras but do not have a clue on the PC. I have been reading some good things about the integrated video of the new AMD processors. I don't want to over buy hardware but don't want to have to buy it twice. I do want to be able to record my file and edit it later and add graphics.

You will probably buy some kind of USB (web)cams. There is a wide range of cameras available, from the common webcam that comes with a stand or a clip for your monitor to a very tiny thing that consists of not much more than the lens. Choose well for the different views and shots you intend to take. A camera that is intended to display the meter can probably be a very small one with a low resolution that you stick/hide near your equipment. And the camera that provides the largest view, probably yourself in total, should be able to provide higher resolutions and is probably mounted on some kind of stand.

Keep in mind that USB bandwidth is limited. The higher the resolution of a camera, the bigger the bandwidth requirement. 4 cameras with full resolution might saturate your USB bus, especially if you connect them through a 4-port USB hub you connect to a single USB connector on your computer. Instead, you should use as many different USB connectors of your computer. If you need a USB hub, don't waste your USB connectors (=bandwidth) of your computer on mouse and keyboard. Instead, connect your mouse+keyboard to the hub, add one camera only to the hub, and connect the other cameras directly to the other USB connnectors of your computer.
