Hello, I apologize for my English, I use a translator, the problem is that when recording a video through an observ, the video card PTX 2070 is loaded much more than 30 +% than if the same action is done on the GTX 1070. Tell me what could be the problem?

Maybe there is no problem at all.
If you are talking about the GPU load that the scene rendering of OBS is causing (the load that is already there, when you just open OBS),
your graphics card is usually still running in idle or 2D mode with very low GPU clock and mem speed.
30% load on 2D clock speed (below 800Mhz on GPU) gets down to to ~4% when the GPU is switching to 3D clockspeed (usually >1700MHz).
