tons of dropped frames, caused by(I think erratic bitrate, might not be though) anyone know possible solutions?

Hey, so i recently swapped from my old ISP because I was dropping lots of frames with them and with the speed I had i guess it was expected? 100download and 10upload.

Now I have a new ISP which gives me MUCH better speeds for everything other than streaming and sometimes the MMO i play for some reason....(FFXIV) i actually got diconnected from the servers while playing the other day, never had that happen with old ISP.

So naturally ive been trying to fix this dropped frames issue by tweaking settings and changing the server im using to stream and whatnot (twitch btw) and have had 0 success at anything ive tried.

I dont think its a hardware issue because with my old ISP i would have streaks of weeks with 0 dropped frames and they would just suddenly come back one day and would stick around and then would stop dropping frames again, but heres my hardware anyways. the PC is old but didnt have consistent frame drops with old isp.
GPU: GTX 1080
CPU: INTEL CORE i7-4790 3.60 GHZ
MOBO: GIGABYTE Z97X
RAM: 16Gb DDR3

the log file included is around 5 days old because there arent any more recent ones in the folder.

If anyone needs more info to help me out let me know, because I want my stream to stop dropping frames for 0 reason.

and if anyone thinks its a settings issue being to taxing on my hardware or something im more than willing to take recommendations on settings.

the thing is though, this is a brand new line. No one else in my neighborhood used this ISP(they all used my old one) so if anyone else is on this line its not in hundreds.

well im back after trying a different version of OBS, so I did a stream on monday around 8 hours long with the new version of OBS im trying(Streamlabs OBS) and I went 8 hours without any dropped frames. But now today im streaming again and im already dropping frames again 20ish min into the stream....this is pretty much a fresh install of OBS and worked really well for one day.....so i have no idea what is causing this. I guess ill be calling my ISP again tomorrow.
