Question / Help Tons of dropped frames, can't figure it out.

My stream has been fine for months streaming at 3500 kbps, 720p@30fps and all of a sudden the last 3 days I start dropping at least 20% of frames.

Obs log is saying it's due to bandwidth issue, but even have issues at trying to stream 500 bitrate.

Speedtest.net of course gives me results of http://www.speedtest.net/my-result/5777374269
Which should be fine and dandy but doesn't seem to be the case.

Testmy.net gives results of http://testmy.net/db/njAtgPWUe.N0w7Gg9kX
Which seems closer to the truth and why I might be having issues.

But google's out speed test gives me results like speedtest.net's and I was able to upload a 200MB video to YT and google drive in just under 2 minutes, which seems like a fine upload speed.

Tried uploading a log to see if anyone can see anything else, I have no clue at this point.
I've contacted comcast who of course insists nothing is wrong and the issue is just that testmy.net's server is further from me (seattle vs cali server).

Thanks a lot for any help guys.

@Kirra
The minimum acceptable connection quality for streaming is 80. Your quality is 0 across the board. You need to examine your Internet connection (cables, modem, router, other hardware, security software, etc.), and possibly have a discussion with your ISP.
