Question / Help Tips for maximizing HD on slow Internet?

Hello... I figure this question might be better for the "general discussion" section of this forum, but there doesn't seem to be one, so hopefully it's ok here.

I am on a Windstream 6 Mbps ADSL Internet connection. Speedtest.net reports 6.1 Mbps down and 0.61 Mbps up. It seems I can push through a 480p YouTube stream reliably with a video bitrate at 700 kbps and audio brought down to 96 kbps mono.

I'm curious if anyone has had any success broadcasting a 720p stream on an Internet connection like this, and if there are any good tricks to doing so, perhaps by optimizing the codec or making other changes in OBS.
