Time to render frame jumps for a split second, framerate drops, only while using capture card

Hi there. Title honestly describes the issue- even while just idling in OBS and not streaming or recording, my time to render frame will randomly jump to 8-or-so ms and the framerate tanks, but only for a split second before returning to normal. This ONLY happens while I am streaming using my capture card (Avermedia Live Gamer 4K). The attached log file contains a few recording tests and a stream wherein this issue occurs regularly. When it happens, the entire stream hitches including other audio sources such as my microphone. The number of dropped frames LOOKS small on the log but it's incredibly noticeable on the stream itself.

Some things I've tried:
- Enabling buffering on the capture device
- Changing output settings on the capture device
- Using a different Twitch server to stream
- Checking for GPU usage overload (it's a 2080 Ti so it's not even close)
- Changing the resolution of the console itself
- Un/Re-plugging all of my cables going to the console, capture card, and my monitor

None of these had any effect. Hope you folks can help me with this because I am out of ideas.
